Background:
The Environment, Health and Safety Management System (EHSMS) is an integrated management system that takes into consideration all aspects related to the protection of the environment, protection of human health and safety of workers and the community at large.

On 6th December 2006, the Executive Council of Abu Dhabi Emirate approved "Abu Dhabi Emirate EHS Policy" (Committee Decree 2-S 31/2006) and nominated the Environment Agency–Abu Dhabi (EAD) as the Authority responsible for supervising the development and implementation of the EHSMS at Emirate level, in cooperation and coordination with all concerned parties.

The objective of the policy is to achieve excellence in the management and protection of the environment, health and safety, through partnership between all government and private sectors to ensure activities within Abu Dhabi Emirate are undertaken in a responsible, safe and sustainable manner.

To facilitate the EHS Policy and follow up the development and implementation of Abu Dhabi Emirate EHSMS Framework, the Executive Council established the "EHS Higher Committee" on 11th June 2007 (Committee Decree 10-S 19/2007).

The committee is chaired by EAD and comprises members from the following parties:
1. Ministry of Health
2. Ministry of Labour
3. Federal Environmental Agency
4. Department of Transportation – Abu Dhabi
5. Environment Agency-Abu Dhabi
6. Abu Dhabi Food Control Authority
7. Abu Dhabi Tourism Authority
8. Supreme Petroleum Council – Abu Dhabi
9. Abu Dhabi Health Authority
10. Abu Dhabi Water and Electricity Authority.
11. Abu Dhabi Municipality
12. Al Ain Municipality
13. Higher Corporation for Specialized Economic Zones – Abu Dhabi
14. Abu Dhabi Waste Management Center (added recently)
15. Department of Economy and Planning – Abu Dhabi (added recently)

The Higher Committee established seven "Sector Technical Committees" chaired by the members of the Higher Committee representing each sector. These committees were established by Decree No. (1) of 2007 issued by the Chairman of the Higher Committee on 20 November 2007. These committees comprise representatives of government and private establishments from each sector and they are as follows:

1. Building and Construction Technical Committee-Chaired by Al Ain Municipality
2. Oil and Gas Technical Committee: Chaired by Supreme Petroleum Council (SPC)
3. Health Technical Committee: Chaired by Health Authority-Abu Dhabi  (HAAD)
4. Industry Technical Committee: Chaired by Higher Corporation for Specialized Economic zones (Zones Corp)
5. Tourism Technical Committee: Chaired by Abu Dhabi Tourism Authority (ADTA)
6. Transportation Technical Committee: Chaired by the Department of Transport (DOT)
7. Energy Sector Technical Committee: chaired by Abu Dhabi Water and Electricity Authority (ADWEA)

Abu Dhabi EHSMS Regulatory Framework:
Starting June 2007, the Higher Committee supervised the development of the EHSMS Framework with the help of the "Sector Technical Committees".

Abu Dhabi Emirate EHSMS Framework was initially produced in the form of a Manual (draft version) that included a set of documents designed to facilitate development and implementation of the system, in addition to a set of sector guidelines that outlines the basic requirements of economic sectors initially targeted. These documents were reviewed by all sector technical committees.

Abu Dhabi EHSMS Framework was launched in February 2008 during the National Symposium held under the patronage of H.H Sheikh Hamdan Bin Zayed Al Nahyan, UAE Deputy Prime Minister and Chairman of EAD. Initially the documents of the framework were included in one Manual was distributed to all sectors and other concerned parties during the Symposium.

Starting March 2008, the Framework went through a one year process of consultation and revision to produce the system documents within “Abu Dhabi EHSMS Regulatory Framework” which incorporates the main requirements any government entity/private entity needs to satisfy in order to develop and implement an EHSMS, taking into consideration that this is supplemented by entity specific procedures.

This process culminated with an “EHSMS consultation workshop” held during 12-13 January 2009.

This version of the “EHSMS Regulatory Framework” includes the EHSMS Manual and a set of Codes of Practice identifying the main requirements for system implementation, administration, management, monitoring, auditing, inspection and reporting as well as specific issues related to environment and occupational health and safety.
