Risk Assessment and Management

INTRODUCTION
Risk Assessment and Management is an approach that prevents potential hazards on health and environment. Traditionally two types of analyses are used: one dealing with major issues impacting a whole city or region (macro analysis – related to public health) and the other dealing within the plant itself (micro-issues – related to occupational health and safety).
Major Hazard Risk Analysis (MHRA): It is a preventive approach to assess the risk of major accidents having a hazardous impact on health, property and environment with major impact beyond the boundaries of the factory. MHRA identifies scenarios, evaluates the impacts on human health and the environment, determines the probabilities of an incident and defines preventive or mitigation measures to reduce the risk and sets emergency response plans in case of incident.
Process Risk Analysis (PRA): It is a method that investigates systematically all process steps, equipment and machinery in order to assess the risk related to deviations or failures and to propose detailed corrective or mitigation measures, through either reduce the probability or severity of the expected risk. PRA focuses on both of human and environment as well as economic saving. There are many methods used for PRA such as the checklist method and the Hazard and Operability Study (HAZOP) (failure mode analysis)
WORKSHOP OBJECTIVES
This workshop is addressed to environmental experts and relevant stakeholders from the private and public sector in Abu Dhabi. It aims at transferring a basic understanding of methodologies for risk assessment and management of major accidents and process risk analysis. The theoretical part of the workshop will be supported by examples and case studies.
After the workshop the participants shall:
- have an overview about main procedures/methodology applied for a risk assessment of major accidents.
- have an overview about main procedures/methodology applied for a risk assessment of process risk analysis.
- know specific examples of the methods used in Switzerland, the European Community and the USA.
- know the benefits and should be able to estimate the necessary “investment” for such risk assessment and its potential application in Abu Dhabi.
The workshop will be held by Dr. Pablo Lerena and the Risk Assessment Team from the Royal Scientific Society (RSS). Dr. Lerena is an expert in risk analysis, he has performed several safety studies and reports related to the risk assessment of major accidents in Switzerland, Spain and France. After his PhD in Chemical Engineering, Pablo Lerena worked in Basel from 1993 to 1996 in the Central Safety Research Laboratory of Ciba-Geigy and in the Process Safety Consultancy Department of Novartis Services Switzerland (1997-1999). Since 1999 he has been working as a consultant at the Process Safety department of the Swiss Safety Institute.
